Let me explain something that confuses a lot of people when they first hear about IT support levels.  

Why are there so many IT Support levels? 

After all, if someone reports an IT issue, why can’t the same person just fix it? 

The answer becomes obvious once you look at the kind of requests an IT team receives. Some are routine, like account unlocks or software installations. Others involve application bugs, security incidents, or business-critical systems. All of these fall under IT support, but they require very different skills, tools, and experience. 

And getting those requests handled efficiently matters more than ever. You’ve probably heard these levels called Tier 1, Tier 2, Tier 3, or L1, L2, and L3.

What are IT support levels?

Here’s the simplest way to think about it. 

Not every problem that lands in an IT inbox needs the same amount of skill, time, or authority to fix, right? Some things take thirty seconds. Others need a small team, a call to an external vendor, and a few days of digging before anyone finds the real cause. 

So instead of treating every ticket the same way, IT teams split the work into levels. Each level has a different job:

Why is it important for IT teams to organize support into levels?

Now imagine the opposite setup. No level. Just one big queue, and tickets get picked up in the order they arrive.

So, what are the different IT support levels?

Now that you know why support levels exist, let’s look at what those levels actually are. 

Most IT teams organize support into five tiers, starting with self-service and ending with external vendors. As you move up each level, the issues become more complex and require more specialized knowledge. 

Here’s a quick overview before we dive into each one.

Let’s take a look at some examples of the best practices for implementing the five help desk levels in detail below:

Don’t worry too much about memorizing these. The important thing to understand is that each level exists to answer one simple question: 

“Who is the best person to solve this problem?” 

Sometimes that’s a knowledge base article, others it’s a helpdesk or a a senior systems engineer. 

And occasionally, it’s the company that built the software in the first place. 

Also, here’s something that often surprises people: not every organization has all five support levels. 

A startup with 20 employees might have one IT administrator doing everything from resetting passwords to managing cloud infrastructure. 

A large enterprise, on the other hand, could have dedicated teams for every single tier. 

In fact, a common joke that floats around IT communities is: 

 “Tier 1: Me. Tier 2: Also me. Tier 3: STILL ME?!” 

 If you’ve ever worked in a small business, you’ve probably laughed because it’s true. 

While reading through discussions on Reddit, I came across a comment that perfectly summed up the different IT support levels. 

“Honestly that can vary wildly from company to company. I’d usually think of it in this manner. If Tier 1 can fix it then it’s Tier 1 and then goes up the ladder that way. More of an escalation process versus degree of difficulty.” 

Support levels aren’t strict rules. They’re a framework that helps teams organize work as they grow. 

With that in mind, let’s start at the very beginning, Tier 0. 

Tier 0 support​

Before we talk about people handling tickets, let’s talk about something that has changed the way IT support works in the last few years. 

The best support interaction is often the one that never happens.

Their work is often less about answering individual tickets and more about improving the systems behind those tickets. Because if the same problem keeps reaching Tier 3 every week, the goal shouldn’t be to keep fixing it.
